Retired from the Virginia Department for the Deaf and Hard of Hearing
Education:
- M.S. Vocational Rehabilitation Counseling, emphasis in Deafness
- M.S.E. Instructional Technology
- B.S.E. Elementary Education
Currently, he serves as the Chair of the local Community Services Board and serves on Virginia's Statewide Independent Living Council. Mr. Talley also became late-deafened in the Spring of 2003, and received a cochlear implant in September of 2023.
