Whether you are a Part C, Part B or a SILC program and fiscal audits are inevitable. The Administration for Community Living (in the morning) and three (3) panelists (in the afternoon) will go over the processes they have developed as well as some tips on how to be prepared for reviews by ACL or by your state entity. After this pre-con you will be ready for tackling that audit… and maybe even enjoy it!

ACL New Reporting Tool
The purpose of this Workshop is to offer a window into the OILP Tier 2 Targeted Review process from a CIL viewpoint.
The Nature of this Workshop is to glean insights and learn more about a CIL’s organic response to the review process, and to better understand creative and effective responses in a Corrective Action Plan (CAP).

CIL Certification in Colorado
This session discusses key state laws such as SB 15-240, which guarantees base funding for CILs, and SB 16-093, which established the Office of Independent Living Services to manage CIL contracts and certification.
The certification process involves scheduling reviews, peer evaluations, site visits, and financial assessments, all based on standards from the federal Rehabilitation Act. The presenters will highlight the Better Together initiative, which promotes collaboration and shared power within the CIL network, fostering community and reducing competitiveness.

About Your Presenters:
Barry Fox-Quamme, ILR Executive Director
Barry Fox-Quamme has served more than 19 years at ILR. He has graduate studies in philosophy and social ethics at Gonzaga and Marquette Universities, and has been an advocate, educator and not-for-profit executive for more than 30 years. He offers insights gained from living with a progressive neurological disability complicated by Long Covid-19.
Fox-Quamme is also an expert in the Independent Living (IL) Movement and in the Aging & Disability Resource Connection (ADRC) system in Oregon. He is a past member of the governing council of Metro Portland ADRC and past Oregon IL Representative to the Federal ADRC Learning Collaborative. He has led webinars and workshops for Independent Living Research Utilization (ILRU) in collaboration with The National Council on Independent Living (NCIL), and for The Association of Programs for Rural Independent Living (APRIL), and The National Association of State Head Injury Administrators (NASHIA).
Fox-Quamme is the current president of the Association of Oregon Centers for Independent Living (AOCIL) and a past member of Oregon’s State Independent Living Council (SILC). He was a founding member of Oregon Health & Science University’s (OHSU) Community Partners Council (CPC) and the Interfaith Disabilities Network of Oregon (IDNO). He also served for 6 years as an APRIL executive peer mentor for CILs in Colorado, Georgia, Maryland, New Jersey, and Utah (2012 - 2018).
Nikki Dolan
Options Counselor and certified Rent Well Instructor.
Began working at ILR 2 years ago.
Attended Portland State University where I majored in Sociology and Women’s Studies.
I am a Mother of two amazing daughters. I am a not only a survivor of Domestic Violence but also an advocate for survivors of Domestic Violence.
On my free time I work with local organizations and Attorneys to develop policy and provide training to employees in the justice system.
Lidia Fonseca
Lidia Fonseca is the Director of Programs at VAIL, a center for independent living in the South Texas region. Lidia has a bachelor's degree in Rehabilitative Services from the University of Texas Pan-American, a Master's in Rehabilitation Counseling from Texas Tech University, and a doctorates in Rehabilitation Counseling from the University of Texas Rio Grande Valley. She provides overall supervision, management, development, and implementation of programs at VAIL.
She has 10 years of experience in the disability field which include emergency management and planning for persons with disabilities, training on leadership, advocacy, and disability policy, and promoting employment services for all persons with disabilities. She is the current President of TEXCIL, a statewide association of centers for independent living that ensure statewide effectiveness of independent living services.
Peter Pike
Previously, Mr. Pike served as the Executive Director for the Colorado Disability Benefits Support Program (DBS), nonprofit. Colorado DBS provided direct SSA disability benefits application assistance, statewide training, and technical assistance on conducting application assistance. Prior to his employment with DBS, he worked at JFK Partners in the Department of Pediatrics at the University of Colorado Anschutz Medical Campus where he was a Senior Instructor. Here, he was the project coordinator for two national demonstration projects serving individuals with disabilities, including the transition-age population, to complete education, enter the workforce and advance in their employment. One of these projects was a Social Security Administration national demonstration project, generating empirical evidence on the impacts of Supplemental Security Income (SSI) waivers and enhanced coordination of services for youth with disabilities, ages 14-25, receiving SSI.
Rochelle Mitchell
Co-presenter, Office of Independent Living, Center for People with Disabilities Rochelle Mitchell, PMP is a 20-year veteran of the nonprofit sector, having held executive leadership positions with the Douglas County Community Foundation, High Plains Library District, Weld Community Foundation, Right to Read, and Larimer Humane Society. She attended the University of Missouri-Columbia and Colorado State University, and holds Masters certificates in project management and nonprofit administration.
Erica McFadden
Erica McFadden, Director, Office of Independent Living Programs, Administration for Community Living, US Dept Health & Human Services: With more than 25 years of experience with advocacy in the disability community; most recently, McFadden served as the Director of the Arizona Developmental Disabilities Planning Council. She also served as a CIL Director for LINC, Inc in Illinois, which highlighted for her the importance of the IL movement. She has presented at numerous conferences and published academic articles, book chapters, policy briefs and reports on disability with a special focus on governance and empowerment. She holds a PhD in Public Administration & Policy from Arizona State University, an MSW from Virginia Commonwealth University (VCU), and dual bachelor's degrees (Business Administration and Spanish) from the University of Texas at Austin. She also has cerebral palsy.
